Safety Analysis & Safety Basis Documentation

OMICRON is responsible for and manages all safety analysis/safety basis documentation for the Nevada Test Site (NTS) on behalf of National Security Technologies, LLC (NSTec). Our engineering staff have outstanding experience and expertise in the preparation and review of safety basis documents for nuclear and nonnuclear facilities throughout the Department of Energy (DOE) complex, nuclear power industry, and other industrial customers. Our personnel have been heavily involved in the development and review of many DOE safety analysis/safety basis documentation and DOE Standards, Guides, and Handbooks. Our personnel have prepared or participated in the preparation of close to 100 safety basis documents throughout the DOE complex. Examples of this experience are provided below.

  • Developed, prepared, and reviewed DOE Standards, Guides, and Handbooks on safety analysis, documentation, and design, including DOE-STD-3009, DOE G 420.1-1, DOE-STD-1104, DOE-HDBK-3010, DOE-STD-1027, DOE-STD-1186, DOE-STD-1189 (draft), DOE-STD-EM-5506, and Integration of Safety into Design for National Nuclear Security Administration/Los Alamos Site Office(NNSA LASO).
  • Developed written safety and implementation plans for DOE facilities and supported their implementation.
  • Developed nuclear facility and nuclear weapons safety policies and standards for DOE.
  • Reviewed, on behalf of DOE/NNSA, safety basis documents, including Documented Safety Analyses (DSAs), Safety Analysis Reports (SARs), Bases for Interim Operations (BIOs), and Technical Safety Requirements (TSRs); safety/programmatic reviews/audits; design reviews; and other related support at various sites throughout the DOE complex.
  • Supported readiness assessments (RAs), operational readiness reviews (ORRs), and startup/restart of operations at various sites throughout the DOE complex.
  • Supported development/evaluation of safety and operational programs throughout the DOE complex.
  • Supported decontamination and decommissioning (D&D) projects at NTS, Brookhaven National Laboratory (BNL), Los Alamos National Laboratory (LANL), etc.
  • Performed confirmatory safety analyses on behalf of DOE/NNSA for nuclear and nonnuclear facilities.
  • Performed phenomenological modeling, including fire, explosion, criticality, spill, in-facility transport, dispersion, and consequence modeling, to support the preparation and review of safety basis documentation and design modifications.
  • Supported design projects with safety basis documentation for NTS, BNL, LANL, Sandia National Laboratories (SNL), and Oak Ridge National Laboratory (ORNL).
  • Provided safety design support to weapon manufacturing activities, including detailed analyses of production and assembly operations, formerly conducted at Rocky Flats.
  • Provided guidance on and review of nuclear explosives and weapons hazard analysis reports (HARs) and associated safety input documents.
  • Provided nuclear criticality safety (NCS) support, including performing NCS analyses, evaluations, and computer code calculations using MCNP and KENO.
